How the Retiree Group Health Program Works
Retiree Group Health Program Design – Medical Programs
CIGNA HealthCare (CIGNA) is the claims administrator, and as network manager is responsible for selecting the providers who participate in the CIGNA network.
The CIGNA Open Access Plus option covers you and your spouse who is under age 65 (or not Medicare-eligible) and who lives in a CIGNA network area.
The CIGNA Indemnity option covers you and your spouse who is under age 65
(or not Medicare-eligible) and who does not live in a CIGNA network area.
The CIGNA Post-65 Medicare option covers you and your spouse who are age 65 or older or who otherwise are eligible for Medicare due to disability. This option is secondary to Medicare Part A or B. Once you or your spouse becomes Medicare-eligible, the Program treats Medicare Part A or B as your primary coverage (whether or not you have enrolled in Medicare Part A or B), and the CIGNA Post-65 Medicare option becomes your secondary coverage. If you or your spouse enrolls in Medicare Part C – Medicare Advantage – the CIGNA Post-65 Medicare option will pay no benefits.
When you or your spouse receives covered expenses through CIGNA Post-65 Medicare:
 | The total covered expense you or your spouse receives from this option and Medicare Parts A and B combined is no greater than the amount you or your spouse would have received under CIGNA Post-65 Medicare alone (see “Coordinating Benefits With Other Programs” for more details and examples).

 | You and your spouse can receive care from any doctor or hospital. There is no network of providers.

 | You and your spouse are responsible for paying a deductible and coinsurance.
|
 | You and your spouse are responsible for paying any amounts above the “maximum reimbursable charge” for services you and your spouse receive.

 | You and your spouse will need to file claims (see the “How to File a Claim” section for information on the Medicare Part B electronic claim submission process). |
